Description
The HV project aims to rehabilitate areas owned and managed by impoverished local farmers in the central mountains of Timor-Leste. Specific goals of the project are:
1) Reforestation of at least 120 Hectares by 2021 with potential for expansion in area and number of participants.
2) Certification of the climate benefits generated by reforestation and soil management activities conducted by farmers, while improving biodiversity in the area and livelihoods of the community.
3) Marketing of the certified carbon generated by activities initiated in 2011 and staged payment to farmers for their carbon according to a PES agreement, signed between famers and the in-country project coordinator (FCOTI), hereafter the project coordinator.
To date, the project has planted approximately 90 ha in more than 180 sites with direct participation of over 148 households benefiting more than 1000 farmers. The project is aiming for a total project area of 120 ha by 2021. The project interventions consist of ecosystem rehabilitation through reforestation and improved land management through soil management. The project will span 30 years, including trees planted since 2011 and future plantings, thus the project is seeking where suitable, a combination of ex-post and ex-ante credits. A payment period of 10 years from credit sales is envisaged.
The climate benefits of the project were assessed using the Plan Vivo-approved SHAMBA (Small-Holder Agriculture Mitigation Benefit Assessment) model by calculating the changes to biomass and soil pools. The outputs from SHAMBA were also used to calculate carbon stored in harvested wood products. A baseline of 3 tCO2e/ha and a 15% risk buffer were applied to the gross estimations accounting for a net climate benefit average of 241 tCO2e/ha.
